After coming back to power in Haryana, CM Naib Singh Saini announced a big decision on Friday. He announced the immediate implementation of the Supreme Court's order on sub-categories within the Scheduled Castes. On the second day of taking oath as Chief Minister, a meeting of the state cabinet was held under the chairmanship of CM Saini. In this meeting, the report of the Haryana Scheduled Castes Commission was approved on August 17.
The report of the Haryana Scheduled Castes Commission includes the provision of 20 percent reservation quota in government jobs for Scheduled Castes (SC) in Haryana.
In a press conference held after the cabinet meeting, CM Saini said that in the cabinet meeting, the state government respected the Supreme Court's decision related to the classification of Scheduled Castes. We have decided that we will implement the order given by the Supreme Court regarding the classification of Scheduled Castes.
Haryana Scheduled Castes Commission report accepted
CM Saini told in a press conference held in Chandigarh that the Haryana Scheduled Commission had recommended that 10 percent of this quota be allocated to the deprived Scheduled Caste people.

He clarified that these rules will be implemented in accordance with the rules of the code of conduct implemented by the Election Commission regarding the assembly elections.

The seven-judge bench of the Supreme Court had given the verdict
The seven-judge Constitution Bench of the Supreme Court, while giving a majority verdict on this issue by a majority of 6:1, had said that there should be sub-classification of Scheduled Castes (SC) and Scheduled Tribes (ST) and a separate quota should be given to those who are relatively deprived and backward in that community.

In this decision, the Supreme Court bench had canceled the 2004 decision of E V Chinnaiya vs State of Andhra Pradesh. In that decision, sub-classification for the purposes of reservation was banned.

Chief Justice of India (CJI) DY Chandrachud had said in the majority decision that the state government can take a decision to sub-classify the Scheduled Castes keeping in mind the inadequate representation, although the data in this case should be certified.

The seven-judge bench comprised CJI DY Chandrachud, Vikram Nath, Bela M Trivedi, Pankaj Mithal, Justice BR Gavai, Manoj Mishra and Satish Chandra Sharma. Justice Bela Trivedi had dissented from the majority opinion.
