Another day of the winter session of Parliament was marred by uproar. The opposition had sent a notice for hearing on matters like Sambhal violence, Adani, which was adjourned by the Rajya Sabha Chairman. The next proceedings of both the houses of Parliament, Lok Sabha and Rajya Sabha, will be held on December 2.

Today, Friday, the winter session of Parliament was also wasted. The proceedings of Parliament were adjourned within a few minutes. The opposition leaders surrounded the government in the House on Adani, Manipur and Sambhal violence and the arrest of Chinmay Krishna Das of Bangladesh. The opposition leaders said that they want to bring a resolution in the House on the Adani case, on which the Rajya Sabha Chairman also expressed displeasure and said that the opposition is deviating from the issue. Commenting on the government regarding the ongoing deadlock in Parliament, the Congress said that it is a mystery why the government is not doing anything to stop the adjournment of proceedings in Parliament?

Congress General Secretary Jairam Ramesh shared a post on social media X and wrote that another day of Parliament ended just like that on the Modani case. Today too, the proceedings of both the Houses were adjourned after a few minutes. It is a mystery why the government is not doing anything to stop the adjournment? On the contrary, it is encouraging the anger of the parties of the India Alliance, especially regarding Modani and the law and order of Manipur, Sambhal and Delhi.

Parliament adjourned till December 2

The proceedings of Parliament were also adjourned in the Lok Sabha. Now the next session of the Lok Sabha will begin on December 2. Lok Sabha Speaker Om Birla said on Friday amid the uproar of opposition members in the House that the people of the country are concerned about the MPs and the Parliament and they want the proceedings of the House to continue. He made this remark during the Question Hour while appealing to the opposition members to let the House meeting go on.

What did Jagdeep Dhankhar say in the Rajya Sabha?

Ramji Lal Suman of the Samajwadi Party, John Brittas of the Communist Party of India (Marxist) and A A Rahim, along with some other members, had given notice for discussion on the issue of violence in Sambhal, Uttar Pradesh. Whereas, Tiruchi Siva of Dravida Munnetra Kazhagam (DMK) and P Sandhosh Kumar of Communist Party of India (CPI) along with some other members had given notice for discussion on the issue of ongoing violence in Manipur.

Rejecting all the notices, Chairman Dhankhar said that the members are raising these issues daily and due to this uproar, three working days of the House were wasted. Dhankhar said that Sanjay Singh of Aam Aadmi Party gave notice for discussion on increasing cases of crime in Delhi, while Raghav Chadha of his own party gave notice for discussion on the issue of atrocities on Hindus in Bangladesh and arrest of ISKCON temple priest Chinmay Krishna Das.

He said that the members are using Rule 267 as a weapon to disrupt the proceedings of the House. Expressing displeasure over the conduct of the members, he also advised them to introspect. Opposition members objected to this comment of the Chairman and started uproar. Before the uproar intensified, Dhankhar adjourned the proceedings of the House for the day at 11:13 am. Now the proceedings of the Upper House will begin on Monday i.e. December 2.

What does Rule 267 say?

Rule 267 gives the Rajya Sabha member special power to suspend the pre-determined agenda of the House with the approval of the Chairman. If an issue is accepted under Rule 267, it shows that it is the most important national issue of the day.

It is stated in the Rajya Sabha rulebook that any member can make this proposal with the consent of the Chairman. He can bring a proposal that the agenda listed before the Council of that day be suspended. If the proposal is passed, the rule under consideration is suspended for some time.
